Hartley was an All-American for the Huskies in 1998-99, an Academic All-Region/All-Conference player in 1995-96, the Red River Athletic Conference Player of the Year in 1998-99, the Freshman of the Year in the Big State Conference in 1995-96, and the E.C. Coleman Most Valuable Player in 1998-99. He is part of the 1,000 point club with 1,818 career points, and is part of the 30 point club. In the 1995-96 season, he shot 42.6% from the three point line, and shot 84.8% from the free throw line. In the 1998-99 season, Hartley made 83 three pointers, and had 82 steals. He is third in career points with 1,818, eleventh in career three point field goal percentage shooting 39%, first in career three pointers made with 287, tenth in career free throw percentage shooting 80.8%, and first in career steals with 245.
